Pay more attention to Europe - and influence it!
Everything NRP41 has contributed to the issue under the programme’s subtitle of "Interactions Switzerland/Europe’ is incorporated in this synthesis in a comprehensive assessment, and a perspective of foreign transport policies. The synthesis detected increasing European influence on areas such as market regulations, Alpine transport policies, institutional interrelationships, and research policies.
However, Switzerland not only has to adapt better to European developments, but also has to strengthen its influence on these developments.
The analyses concur with nine priority action fields:

a co-ordinated Alpine transport policy;

integration in international transport networks;
-
free access to the rail network;
-
co-ordinated strategies for air transport;
-
and an assessment of the consequences of EU membership.
In addition, they recommend close co-operation
-
in telematics,
-
in research, and
-
in regional planning for border regions.
In the second part, Professor Michel Frybourg develops some perspectives for a value-adding logistics industry in the age of the ‘new economy’.
Europa mehr beachten - und beeinflussen!
Alles was das NFP 41 zum Thema seines Untertitels "Wechselwirkungen Schweiz - Europa" gebracht hat, wird in dieser Synthese in eine umfassende Standortbestimmung und einen Ausblick der Verkehrs-Aussenpolitik eingebettet. Von der Marktordnung über die Alpenverkehrspolitik und die institutionellen Verflechtungen bis zur Forschungspolitik wird ein zunehmender Einfluss der EU festgestellt.
Die Schweiz muss sich aber nicht nur besser auf europäische Entwicklungen einstellen, sondern kann diese auch stärker beeinflussen.
Die Analysen münden in neun prioritäre Handlungsfelder:
Eine koordinierte Alpenverkehrspolitik,

die Einbindung in die internationalen Verkehrsnetze,

ein freier Zugang zu den Bahnnetzen,
-
koordinierte Strategien im Luftverkehr,
-
eine aktivere Interessenvertretung im politischen Prozess

und eine Abklärung der Folgen eines EU-Beitritts.
Weiter empfohlen werden eine engere Zusammenarbeit

in der Telematik,
-
der Forschung
-
und der Raumplanung in Grenzregionen.
Im zweiten Teil zeigt Prof. Michel Frybourg u.a. einige Perspektiven für eine wertschöpfungsstarke Logistikbranche im Zeitalter der "New Economy" auf.
Anticiper et influencer l’évolution européen!
Cette synthèse réunit l’ensemble des résultats du PNR41 sur le thème "Interactions Suisse-Europe", le sous-titre de ce programme. Elle constitue à la fois un état des lieux et un regard sur l’avenir en matière de politique extérieure des transports. Que ce soit dans l’organisation du marché, la politique du transit alpin, la concentration des institutions ou la politique de recherche, on constate une influence croissante de l’UE.
Mais la Suisse ne doit pas seulement mieux s’adapter à l’évolution européenne, mais elle peut et doit aussi l’influencer davantage.
Les analyses débouchent sur neuf champs d’action prioritaires:

la coordination de la politique de transit alpin

la liaison aux réseaux internationaux de transport
-
le libre accès aux réseaux ferroviaires
-
des stratégies coordonnées dans le transport aérien
-
une représentation plus active des intérêts politiques
-
et l’étude des conséquences d’une adhésion à l’UE.
On préconise également une collaboration plus étroite

dans la télématique,
-
la recherche
-
et l’aménagement du territoire dans les régions frontalières.
Dans la deuxième partie, le professeur Michel Frybourg montre, entre autres, des perspectives pour une branche logistique créatrice de valeur à l’âge de la "nouvelle économie".
